CONGRATULATORY MESSAGE AND STATEMENT

On the Occasion of the 250th Anniversary of the Independence of the United States of America

Honoring 250 Years of Freedom, Democratic Leadership, and a Shared Commitment to the Principles of Peace, Prosperity, International Cooperation, and the Rule of Law

On the historic occasion of the 250th Anniversary of the Independence of the United States of America (July 4, 1776 – July 4, 2026), the Supreme Council of Khmer Help Khmer for Rescue (SCKHK) extends its heartfelt congratulations and best wishes to the American people and the Government of the United States.

For two and a half centuries, the United States has stood as a beacon of liberty, constitutional governance, and democratic ideals. Throughout its history, it has played a leading role in advancing international peace, promoting human dignity, and supporting the development of a rules-based international order founded upon the principles of justice, sovereign equality, and respect for international law.

The enduring ideals expressed in the Declaration of Independence have inspired generations around the world in their pursuit of freedom, representative government, and self-determination. Together with the contributions of many nations, these principles have helped shape the evolution of modern international human rights standards, including those reflected in the Universal Declaration of Human Rights and other international legal instruments that uphold the rights, freedoms, and sovereignty of all nations.

The Supreme Council of Khmer Help Khmer for Rescue (SCKHK) reaffirms its steadfast support for the enduring principles of freedom, democracy, human dignity, and the rule of law that have long been associated with the founding ideals of the United States. We acknowledge President Donald J. Trump's Independence Day address, which emphasized the importance of safeguarding liberty and democratic values in the face of contemporary global challenges.

SCKHK believes that the preservation of national sovereignty, constitutional governance, and fundamental freedoms requires continued respect for international law, the peaceful settlement of disputes, and faithful adherence to bilateral and multilateral treaties. We remain concerned by actions—regardless of ideology or political system—that undermine territorial integrity, disregard international obligations, or erode the democratic aspirations of sovereign peoples.

For the Khmer nation, the significance of the Paris Peace Agreements of October 23, 1991, remains profound and enduring. As a landmark international treaty, signed by the United States and other members of the international community, the Agreement established a framework for safeguarding Cambodia's sovereignty, independence, territorial integrity, national reconciliation, human rights, and liberal multi-party democracy. These principles continue to serve as an important foundation for the Cambodian people's aspirations for a peaceful, democratic, and prosperous future.

President Donald J. Trump's message on the occasion of this historic 250th Anniversary serves as a timely reminder of the enduring importance of safeguarding freedom, national sovereignty, and the international rule of law. It underscores the shared responsibility of the international community to uphold the principles enshrined in the Charter of the United Nations, to honor international agreements, and to oppose actions that threaten peace, security, territorial integrity, or the sovereign rights of nations.

On this auspicious occasion, the Supreme Council of Khmer Help Khmer for Rescue (SCKHK) reaffirms its steadfast commitment to working alongside the United States and all members of the international community in advancing the universal values of freedom, democracy, human dignity, and the rule of law. We remain resolute in supporting the peaceful defense of these principles against authoritarianism, coercion, and all actions that undermine international law or the fundamental freedoms of peoples.

May the enduring friendship between the Khmer and American peoples continue to flourish, strengthened by our shared aspirations for peace, liberty, justice, and mutual respect, and guided by our common commitment to a stable, prosperous, and rules-based international order.

May the United States of America be forever blessed with the Rule of Law and Liberty!
